Moved stream to a new PC now get horrible screen tearing on Youtube

As per title - any idea where I should start to check? All settings seem same between old PC and new one, but perhaps I've missed something. It happens every maybe 15 seconds approximately (but varies a bit). And when it happens it looks like this, with some motion updates until the next image frame arrives.

Both old machine and new machine have an NVIDIA GFx card, old one was an integrated laptop card and new one an RTX 2060 super.
