Question / Help Mouse is Super Small and Misaligned by a few pixels

The mouse cursor should be slightly more right and down by a few pixels each, but even weirder, is my mouse cursor for FFXIV is way too small in comparison what its actual size should be. This doesn't just happen in Windows 10 mind you, I had it happen on Windows 8.1
