Motorboating sound from displayed and recorded usb source audio

I am running the latest, or pretty close, Win10 OS and OBS Studio (V27.1.3). I want to record from a video capture device which has HDMI in and both HDMI and USB outputs. The USB goes to a laptop PC.
I see the video on the TV as well as the OBS Studio screen and the audio is fine on the TV.
The problem is the audio track on the PC. If I enable "Monitor and Output" the sound coming from the PC speakers sounds like a motorboat.
Whether I have "Monitor off" or "Monitor and Output", when I record, the recorded file has the motorboat sound as the sound track, basically no audio from the original content being recorded.
I am a total beginner when it comes to this product. I was successful recording with this product on a different PC and using a video capture device on the output from a Fire TV stick.
Is there some audio driver that OBS Studio does not like on my other PC? Other audio output, including audio output from .MKV. or MP4 files on that PC sound fine.

Well, no one is replying and now my problems are worse.
I have another laptop where I got the audio working for both recording and monitoring and now that has stopped. Video is still fine but no audio on either the recording or the local speakers. It is a much newer PC but still running Win10 and the latest OBS Studio software.
I have uninstalled OBS Studio on both machines and reinstalled it. The only difference is the one PC still has that motorboating sound when "Monitor and Output" is selected for the "Mic/Aux" audio and that sound gets recorded too.
I can't be the only one with theses issues. Does anyone monitor this forum?
Has OBS Studio changed something, has Microsoft?

Well, I got one working just now. I had to disconnect from the Internet so OBS would not automatically update to V27.1.3 . I reinstalled V27.1.1 and now the sound is working again.
I disabled OBS "auto-updates" for the time being until OBS gets this fixed.

I downgraded the OBS Studio software on my other PC that had the audio problem and now both are working with V27.1.1 .

The problem definitely seems to be the OBS Studio software update some time after 27.1.1 .

If anyone monitors this forum, please reply to this when the OBS Studio audio issue is repaired.

I posted, but it seems to have disappeared somewhere. I have the motorboating and a massive growing delay in my audio exiting OBS Streamlabs... delayed as in between 10 seconds up to a minute. I also want to downgrade... but do I lose all of my scenes if I do?
