Question / Help Motion Blur On Stream

I have been trying to get my stream running for a month now and I think im getting towards perfect but recently I have started getting motion blur in my streams and this is really frustrating to me.

Wait, what? To be honest, that VOD looked fine to me. However, I can recommend disabling CFR; it's sole applicable use is while recording local files for editing purposes in software that does not support VFR and shouldn't be used while streaming as it may have a detrimental effect on the quality.
