HI All,
I am new to OBS, I am creating a morning news show and would like to know if I can add a background BEHIND my anchors during a live stream? If so How?

You can. Just add it as an image layer, and make sure the image layer is below (behind) the camera layer.

If you want transparency on the camera layer (to remove the existing background), you'll need to chromakey; either a bluescreen or greenscreen. Then set the chromakey up in the camera's source properties.
