Question / Help Monitors, Hz, and Streaming

So i have been experimenting with this for over a few months now. I play Tom Clancy's Rainbow Six Siege and i also have 1 144hz monitor and 2 other 60hz monitors. So ive been playing on my main monitor with 144hz in Rainbow and have been trying to stream at 720p 60fps. Ive seen that when i play Rainbow at 144hz with no v-sync, my frames in obs drop to about 20-30. Butttttt when i turn my v-sync to 1 frame (which is my monitors refresh rate , 144hz) i gain a few frames making my stream go to 30 to 40 ish fps but its never consistent. When i go into my ingame settings and turn my overall game hz to 60hz, my obs is completely fine with streaming a consistent 60fps along with no frame loss or drop. Only when i play on hz higher than 60 is when my frames go so crap and drop to 20-40 and hardly ever goes above that. I feel as if im bottlenecking something in my pc and its no bueno (no good). I have a GTX 1060 6Gb so i dont know what my problem is. I also have a i7 6700k cpu. Also in games like PUBGS (playerunknowns battlegrounds) and in overwatch, in the menu my frames drop to 15-20 when im just in the menu while im clicked in the game. Take note i use fullscreen and nothing else. Need answers quick.....please. if any more info is needed ill reply asap rocky style (as fast as i can). Ill put in my last log file but im not too sure how much it will help.

yes this is normal and expected behavior. to stream/record 30/60 fps properly, you need game to be running 60fps with vsync. forget about 144hz. thats what triggers csgo players and its always funny to see them yelling muh input lag

thank you so much i had a feeling this was the problem. do you know if there is anyway for me to play at 144hz and keep a steady 60 fps in stream. im able to do this with overwatch and many other games except rainbow six siege

Same issue over here. 144hz monitor and 60 fps stable in every game except R6. My CPU (i9 7900x) is sleeping while I play R6 and stream it, because he is just allowed to encode 25-30 fps. I really dont get it...
