Monitor HUD Overlay allowing sources to show over game for streamer

My idea is for an overlay function/ HUD-like feature where a separate scene can be selected to output and appear over a game. This could then be used as a way to have chat show or have browser sources etc pop up on the main display.

Presently I have only seem Lumia Stream offer this functionality but it forces you to use their program etc which is unfortunately very inconsistent and unreliable. Finding an open solution in OBS where I could just have a commands for video files set up, or even just a streamelements overlay etc. would be much easier to use and more reliable.

Bump the thread. Also serching for a plugin that would show chosen sources over my main monitor so that i dont miss things while im too busy to track second monitor.
PS Websocket copability wantes as i stream from second PC and play on main PC.
