Phones (appear to) do a lot, but they use a similar approach that the Apollo (manned moon-landing) computer did in the 1970's: send the raw data to a remote processor somewhere, that can be far bigger and more power-hungry, and get the result back. The device itself that we focus on, is really not much.
They're certainly getting better, but they're nowhere near capable enough to handle more than a single unprocessed or lightly-processed stream, like from the built-in camera to the desktop version of OBS on another machine.
Thus, there are no plans for OBS on Android or other mobile-focused systems. The closest you'll get is probably the aforementioned "webcam" for another machine that actually does the processing, for which there are already a variety of apps.
