Missing locale

I know this problem has been seen before and addressed but I don't have the skills or knowledge to understand what being outside the working directory means, or to use the command line. I have OBS installed, and I can get as far as setting scenes, picking sources and making a recording. But when I try to launch the recording, every time I get Failed to find Locale/en-US.ini followed by Failed to load locale. Can someone explain to me in simple steps how I can get round this problem? The recording should be opened in a video player such as VLC, not OBS.
