Question / Help MISSING COMPONENTS

I just installed OBS today. It was on this Laptop before I Factory Reset, and worked perfectly. I installed it today and it tells me that I don't have D3DCompiler Libraries or something (Will attach a screenshot). I tried installing it twice in case it just hiccuped and missed a file during the Download/Install. I have Windows 7, I am using an Acer Aspire Laptop. I have barely anything Installed on this besides Avast, a Capture Software and Drivers for my HDPvR2 Gaming Edition. I may be missing some kind of core program or file, as I said, I just recently Factory Reset my computer to default Specs. Help!
