it's been some time since I was here the last time :)

Alright, so let's get to the point.
I want to stream some CS:GO and I've actually set up everything to run perfectly fine however there is one small issue and that is that my rig is incredibly outdated:
CPU is an C2D E8400 which I've clocked to 3.6 stable just yesterday and therefore I'm now free to stream with OBS as there's enough POWAAA due to the overclock that my FPS in games don't get hindered at all but but but but
1) I have to use FPS 71 in OBS because:
My LCD refresh rate is 75 Hz and CS:GO is capped ingame to 71 fps and this is the most responsive setting gameplay wise (for me).
Now when I stream 60 fps via OBS, my stream starts lagging like crazy as does the game. My CPU does not have the computing power for those 10 (missing?) frames which are 71 fps ingame and 60 in OBS - it becomes unplayable. Now I try to cap the ingame fps to 60 but then the game becomes choppy due to the difference to the 75 Hz refresh rate. Now I try to set the refresh rate to 60 and ingame fps to 60 and I get horrible tearing because of my LCD (despite the fact that 60 Hz is the actual cap of this LCD so it should have less tearing on 60 imo -_- Anyhow, I overclocked that LCD cuz why not~). So I'm kinda forced to play the game on 75 Hz no matter what.
My question is:
Is there a setting that will make OBS ignore the 10 ingame frames when I set the stream option to 60 fps?
I stream just fine with the 70 fps OBS setting but imo IT IS JUST WAY TOO FAST. I don't even know if Twitch actually eats up all of the 70 frames or not. There's nothing on the Net to be found.
Btw another Streaming program I've tested a bit allows me to scale to a 16:9 resolution of my choosing, I'm not sure if this option does anything at all? I'm using 1280x960 ingame and on my Desktop which is a 4:3 one but the only downscaling I can choose from is any of the other 4:3 resolutions. Not sure if built in Placebo in that other streaming application (just curious, it doesn't really matter for me.)
