Bug Report Microphone auto-mutes when losing connection

Hi,

I've had this problem for a long time now, and now I managed to record a video showing it.
Basically what happens is whenever you loose connectivity and OBS reconnects, your microphone is muted. This also happens if you start/stop your stream quickly.

Just speaking up, I have this happen pretty regularly. The mic volume graph doesn't move, but the mic icon doesn't swap to Muted.
Workaround at the moment is just to mute, then unmute the mic. Brings it back.

Error occurs on auto-reconnect just about every time, and occasionally when you stop and then restart the stream quickly (within about 10 seconds, such as to change an encoding setting or bitrate level).

I -think- I fixed this bug but still not entirely sure. It's not easy to track down.
