Micro Stutters for Live Stream but not Recording

Hello all!

I wanted to see if anyone would have insight on micro stutters. Below are my PC specs. It's a single PC setup:

1. AMD Ryzen 7 5800X 8-Core Processor
2. Gigabyte RTX 4070 12G
3. 32G Ram
