micro stutter when streaming

hi iv been banging my head against the wall over the last month, about this annoying micro stutter when trying to get the best quality i can out of my pc, it may just be me or not but im getting rendering lag/ micro stutters regardless of what settings i use in game and obs here log file. ps i think iv did this right
