Question / Help Micro-freezes on a recorded video

Hello! My system: i7 6700K, GTX1070, 32gb RAM, Win10.
No matter what i tried i still have micro-freezes/lags on a recorded video (most of the time video runs perfect, but once in 5-20 second i see micro lags).
In all tested games i have stable 60 fps with no lags.
I tried:
- different games (dirt rally, burnout, dark souls3, dmc2013)
- game, screen, window capture
- different bitrate types
- different output format (sorry for the log with mp4, i know its not recommended)
- native output resolution 2k, 1080p, 720p
- record on ssd, hdd
dont know what to do else...

Upgrade windows (you're still on 1903, not 1909), and turn Game Mode on.

Not guaranteeing that this will fix things, but it will at least give you the proper platform to test things.
 
Done, but nothing has changed. Still have no render frame drops but video is laggy. Also i tried 3 different media players and there are lags on the same time cutoffs, so its not a playback problem i suppose.

So, i uploaded test samsung 4k60fps video, it runs perfect on my pc, no lag/freeze. I watched my obs vids on a tv, they're still laggy, so the problem is definitely with obs encoding. Also i have latest nvidia drivers. Guys, any ideas?
 
All I can say for sure based on the log files is that there isn't any issue with rendering lag or encoding lag -- whatever frames OBS is getting, it's putting through the render/encoder chain without issue. If there's definitely lagging frames in the output, then that means whatever OBS is encoding is stuttering.

... which means whatever is happening is related to the capture method. You said you tried game capture, window capture, and display capture... do these behave differently at all? Do certain games show preference for behaving better on one versus another?
 
Methods behave differently. I tested window capture a bit, cause it also doesnt work correct and i need fullscreen, but
- in game capture it looks like 1-2 shutters in 5-10 second (time intervals are random)
- in screen capture it looks like 1 second of shuttering/lagging, but intervals are larger (10-20 seconds)
Games also behave different, for example
- dark souls 3 with game capture has only 3 shutters in 40 sec vid while i moving cam around by right stick
- devil may cry 2013 also with game capture shutters constantly every 2-5 seconds
Maybe its not so critical, but in racing games in 2k 60fps its very noticeable.
