Question / Help Micomsoft SC-512N1-L/DVI Question

I realize this isn't the best place to ask about this, but a number of people mention this card with regularity... and the developer both doesn't seem to have a forum, and has all of their documentation in Japanese too advanced for me to understand.
I just picked one of these cards up, and for some reason when capturing video from the component breakout cable, it's limited to 720x480; the options to set a custom resolution (for DVI-A) are greyed out in the device configuration. Setting a custom larger res in OBS results in a 720x480 video screen with a green stripe to the right. Moving the offset around allows me to pan the available video, so I know it's all being sent. The capture card 'compatability graph' shows that component video should be able to read 1080p@60, but the 'detected' in the device setup only ever shows 720x480.
I'm on the 1.1.0.124.4 beta drivers, and have installed the card in a 16x PCIe Gen2.0 slot (I suspect that it may have been detected incorrectly and switched to Gen 1 mode by the BIOS as there's something in the 'special warnings' section of the site about that, which Google Translate didn't handle correctly). May end up trying to reboot and go to the non-beta drivers, though apparently those can cause a 100% CPU lock-state in some instances.

Again, I'm aware this is a device/driver issue and is NOT AN OBS PROBLEM. Just asking here on the off hand that someone has experience with it, such as possibly @dodgepong.

Appears that I'm an idiot; the PS2 only outputs video at 720x480 on the menus. Still no idea about how that handles 16:9 AR.

Works fine with a PS3, though when it swaps between resolutions, it's a bit difficult to work with. Thanks to the source not quite resizing properly for some reason, and ending up with a green border/not stretching to fill the screen without manual resizing. Then needs to be reset and repositioned again when it goes back to the other res. Interesting. It'd be nice to be able to define a sub-region for each resolution as the 'usable area' and have it stretch to fill the source area.
