I have faced this problem before and solved it using the official Process Explorer program from Microsoft, and then noticing the processes that run in the background and the most used applications and then closing them and then watching the performance difference.
2/ In the event that the problem occurred again and the device was restarted or closed, then there is no solution except through safe mode by pressing the F8 button during bootup and then removing the programs that you suspect. This solution worked for me.
If you are not able to solve the problem, then make sure, my friend, that the reason is that you have reset the system and everything has not been returned to the way it was, so the solution is to install a new Windows or make a deep repair of the system.
