How do I add delay to my microphone?

I am trying to stream and my mic is out of sync with what is going on by about 1.8 seconds, I try to go to Mic/Aux filters but it only gives me an option of gain and noise gain.

I am not using a webcam and my capture source is my Hauppauge HD PVR 2 Gaming Edition

If you say 1.8 seconds you want 1800 positive offset.
