Menus cut off after 28.0.3 update when Windows text scale is 125% or 150% for secondary monitors

On my secondary monitors where the Scale and layout setting (Change the size of text, apps, and other items) in Display is set to 125% or 150%, some of the menus get cut off, such as the context menu for Sources not showing the Filters or Properties options. Changing the scale to 100% and strangely higher values like 175% gets rid of the issue, but when it is changed back to either 125% or 150% the issue reappears. OS is Windows 10. It didn't do this before the update.

Another symptom of this bug that is really making my life miserable is that I have 4K monitor at 200% scale so that I can crop in 1080p and use 1/4 of my desktop, and every time I open the Video Capture Device properties, the window takes up FOUR MONITORS!!! And it's very tedious and time-consuming to resize, especially now that it freezes the computer when it loads. The size of the Video Capture Device property window needs to be capped at 1/4 of the screen and the menu needs to be able to be resized while the Webcam preview is loading.

This is still an issue on Windows 11 and OBS 29 when in full screen mode... sadge

my recordings are slightly blurry and i'm wondering if it might be because i have scaling enabled in windows ... other than these menus being cut off... is your resolution good when you record? or slightly blurry?
