Question / Help Massive underperformance after "upgrading" to Windows 10

Hi yall.

I use OBS for recording and it was working fine until I upgrade to w10.
My PC could capture 720p60 fine with software encoding, veryfast preset and 3000kb/s in w7.

Last week I installed w10 and I can only get actual motion instead of one frame per ten seconds if I set the video to 720p30, ultrafast and 10000kb/s (to keep the quality).

CPU usage never goes above 10% in w10 (720p30) and it hovered about 5% with w7 (720p60).
Any idea what is wrong?

FX-6300, 4gb ddr3, HD5450 (yeah yeah, I know but it was doing what I WANTED before w10).

Then go back to Windows 7 or 8.

I intend to use Windows 7 until the bitter end. Maybe beyond, if Vulkan is supported well enough.

There should be no major performance differences with OBS between win7/10 when it comes to most things. In fact, window/display capture on win8+ is actually far more efficient than it was on win7. So, if anything, things should be running better. It's likely the Windows 10 Game Mode.
