Question / Help Massive lag when streaming with R9 3950x

Basically what the title says. I've attached all of the logs, not sure exactly which one was when I was actually live, most of them will be in bandwidth test mode.

I didn't get a single dropped frame but it looked like a slideshow for no apparent reason.

gotta run obs as admin, set priority to high. You also need to update windows. Curiously in one of the logs u had admin mode on.
 
I put it in high prio and it looked perfect on my end, CPU usage was up from 2% or less to 40% (I have CPU usage preset on placebo) but it was on awful performance from a viewer perspective.
