That thread has 100% of the advice we can give you.

How low did you try your bit rate at? What servers did you try? What was your ShaperProbe result? What other services did you test? What happened when you bypassed your router?

Are you really sure you tried every single piece of advice in that thread?

Ok, same problem. But i find something out.

I can stream without problems. If i stop the stream and restart it, THEN i get the framedrops. So i think its another problem?

Nope, thats not the problem. I can upload constant with 600kb/s my youtube-videos. So its not a connection-issue.

Some twitch servers have issues downloading from some users sometimes (I stay away from frankfurt like the pest c; the others can have connectivity issues too though), try changing server.

edit: just noticed you tried different servers. Well, the problem is, the 'dropped frames' counter is Exclusively about frames dropped due to upload/connectivity issues. Reminds me my ISP used to sometimes have issues providing the full upload, every other week for some hours a day or three. The problem might go away after a while.

It might be a sort of throttling from your ISP you trigger by uploading a lot to an address, reconnecting, uploading more. Maybe don't use torrents while streaming c; (I know my ISP has a throttling policy for torrent traffic, but there's no way to detect what torrent traffic is, aside from number of connections)

I dont download any stuff :) So the network-connection only upload at this time (OBS-> Twitch).

What makes me wonder is, that the first "Turn-On" runs without framedrops and if i stop the stream an reconnect (Restart), then i get about 50% framedrops. Is it possible that there is anywhere a software-problem?
