If you restart PC and issues continue (and no issues with other software) I have no more ideas to help you :(

Nope.. still getting huge frame drop. I'm 100% certain its not my network.

I think Obs Studio could be conflicting with something cause i could do a blank stream with Nothing to show and it has 50% frame drop.. So somethings going on

Thanks mate.. i dont think its network.. Sheerly cause it used to work.. the network didn't change.. but suddenly the program stopped working how it was

Maybe a long shot, have you checked your anti-virus software causing a delay in data being sent whilst streaming?
Try setting up an exclusion for OBS Studio if you haven't already, some AV programs are notorious for interfering with network connections.

Still the same issues.. I'm noticing the data flow seems to be from 200kb to 4000kb.. yet my obs classic stays stable at 3000

The only other thing I can think of is maybe it is a routing issue in regards to lost packets somewhere along the lines from your end to the twitch server you are using to broadcast.

In saying that, it does not explain why you would have no issue with OBS Classic yet have the issue with OBS Studio, which points to a network configuration issue at your end, or a conflicting program (Most likely an AV program intercepting the data packets to screen it, causing a delay when it bursts the transmission data post-analysis)

Can you take a snippet/screenshot of your network config settings for more info to try & work out if it is a setting issue that is conflicting with OBS Studio, perhaps a dev can chime in as well with more insight?
