Question / Help Massive Frame Drop, Audio perfect

Firstly, this is a friends problem and he is too stubborn/stressed to go around asking. He and I have tried a MASSIVE number of things to fix his issue. And I am here just rounding out the gaps and get more brains on the issue.

So. We've tried both Xsplit and OBS, same prob. We've streamed other places(YouTube/Steam), same prob. We've done the server ping check ir this: http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester

That did not help either. Fresh installs of both OBS and Xsplit, still not working.

We are under the impression that it is one other, foreign, issue and I do not wish to say it as to bias the conversation.

He loves streaming, a lot. And I'd like to see him back at it. He's a mess without it.

So, a little help would be much appreciated. I'll give out what info I do have.

Because it happens regardless of streaming software and streaming service, there is NOTHING in either that can be the cause. That leaves the internet provider.

They can insist that it's not their fault all they want, it's either their fault or they're the only ones that can pester the ones who are actually at fault.

Dang that sucks. They are ADAMANT about doing nothing. He is streaming at this minute, dropped his resolution to as low as he can, bit rate 500 and STILL gets stuttering playing Xenoverse 2.

23% dropped frames in 5 minutes.

Any thoughts on... Bullying the ISP?
