Question / Help Massive dropped frames with good upload. Please help.

I'm having massive dropped frames all of a sudden for no apparent reason. Here is an example of the difference between right before the problems started, and afterwards. The only difference between the two times is that the 2nd time on October 1st I tried reducing the bitrate and framerate as well as the resolution and CPU profile to see if it would help reduce the frame drops. But of course, it didn't help at all.

I've tried to troubleshoot this problem I'm having with dropped frames to my wits end. I've called 5 ISP techs to come out and check their equipment. I've tried different Twitch servers. I've even tried streaming to YouTube and get the same problems with them too. I've used different DNS servers. I've eliminated my modem, and my router as possible sources of the problem (removed my router completely from my network chain, and bought a top of the line DOCSIS 3.1 modem brand new to replace my older modem). I don't think it's my motherboard because it's brand new and I've used it to stream for 6-7 hours at a time with no issues for months with the same network adapter settings, router settings, and OBS settings. Since around April 4th I've had no issues with the same equipment. Then for no apparent reason starting September 29, I start getting massive dropped frames no matter what resolution or bitrate I try to stream at. I've tried lowering the CPU usage (I'm using a Ryzen 7 1700 by the way) to no avail. I'm paying for the highest tier Internet service my ISP provides in my area (300 Mbps download, 30 Mbps upload). My Internet speed tests seem to be ok, although the upload is not consistent across different speed test sites. But even the lowest upload bitrate I get with the speed tests is still over 10 Mbps. It averages about 15-20 with bad results. All the way up to 31 with good results. Something strange is that when I use the QOS upload bandwidth test built in to my Netgear R7000 (Nighthawk) router it typically only detects 8 Mbps or lower upload bandwidth. When I didn't have the problems it detected up to 28 or so.

All the ISP techs I've had come to my apartment keep telling me all the signals are fine on their end. They even replaced my cable from their box, with no change in my stream results. I'm currently waiting for them to complete a network health check over several days starting now. But I'm guessing they're not going to find any problems the way things have been going so far. I've been trying to troubleshoot this since September 29. If anyone can suggest something I haven't tried already, I'd be very grateful for the help. Please help!! I'm going crazy because of this. And I really don't want to have to deal with my clueless ISP anymore. I'm afraid they're going to start charging me $75 a visit since they keep insisting it's probably my equipment at fault.
