I randomly started getting encoding overload/frame skipping after 4 hours of streaming tonight for the last like 10-15 mins, not sure what caused it, attached a log file for reference. Maybe some Windows process in the background but I never have anything open besides OBS, amarecTV and livesplit.

Others can give you a more detailed answer, but it really looks like your computer is going to struggle at times no matter how few things you have running. 2 cores and 4 threads + Intel Integrated Graphics can handle day-to-day use, but for streaming I would expect it to drop frames from time to time. Also you are trying to do 60fps on this hardware... That sounds like a very bad idea. Try 30fps and see what happens.

Go to your camera source properties and change FPS to 30 then test again.
Well its something to do with explorer.exe randomly using a ton of resources, seems to be the same problem here:

For now ending the explorer.exe process in task manager after opening everything I need seems to be the workaround, less than 100 frames lagged in 3-4 4+ hours streams.
