I'm running OBS/StreamElements on a PC that has a RTX 3070, Ryzen 5 5600X, 16 GB RAM and 1TB SSD. OBS/StreamElements are running on latest respective firmware. Nothing has changed aside from the most recent Nvidia GPU driver update. The issues I'm having only recently started happening a few days ago; never had any such issues while streaming before all of this. Didn't adjust/change any of my OBS settings either.
A few days ago, while streaming games such as Resident Evil 2, 3, Village, and Marvel's Guardians of the Galaxy, my game(s)'s fps would tank to unplayable. I tried adjusting graphics in said games, lowering them and turning off features like RTX (which doesn't make sense because I played games with such high settings/RTX enabled just fine before all of this). That didn't help. Also, my camera would freeze or the fps on that would also tank.
At first, I thought maybe it was the new Nvidia driver, so I stepped down to the previous update. That also didn't help. My camera (Logictech Streamcam Plus) is up to date, so is Nvidia Broadcast software. I can't think of any changes made that would cause these severe fps drops and game/OBS freezing.
Inspector on Twitch reflects these issues as well:

It can't be my connection as I have tested again and again and I get 850 down/300 up speeds. Using NVENC (new), 1920x1080, 5,952 kbps bitrate, avg framerate 59 fps.
Idk how to read the logs but I've provided it here; hopefully someone can maybe read/translate them and explain wtf is going on?
