Question / Help Major FPS Drops

So currently I can play CS GO @ ~320 FPS when not streaming, but as soon as I go live my gameplay seems sluggy and choppy and shows ~120 FPS. All of my video settings in CS are Low.

• CPU: i7-6700k @ 4.6ghz
• COOLER: Corsair H100iGTX
• MOBO: Asus ROG Maximus VIII Ranger
• RAM: 16GB DDR4 Corsair Vengeance 3000 (2x8gb)
• GPU: EVGA 960 2GB SSC ACX 2.0
• Monitor: Asus VG248QE 144hz 1ms
• Monitor: Dell S2440L (stream chat etc)
