I have an FX-8350 @ stock, 8GB of DDR3 @ 1600, and a R9 270X @ stock.
The game I stream most is Smite. When I'm not streaming:
I play on high textures, high particle effects, medium world detail, and low shadows.
I hardly ever dip below 100 FPS and hardly ever climb above 8ms input lag (according to Smite).
When I stream, I can't play on my normal settings, so I turn everything down to low and put particle effects on medium so I can still see all of the abilities.
My FPS dips to about 70 with a lot of drops to under 60 and my input lag goes as high as 20ms. It feels extremely awkward.

I had no antivirus running, windows defender and update were closed VIA task bar, and my temps were fine.
I had extremely high CPU usage though. It's normally around 60% when I stream and play, but it was in the 90s. It's been this way for the past few streams I've had.
I don't understand it.
According to OBS and Twitch, my configuration is fine and I'm not dropping any frames.
Any help would be greatly appreciated.
