Does OBS have an option where the game audio will be lowered when you talk into the mic, so if your doing commentary your voice can be heard clearly over the game audio??

No, though it's been requested as a plugin a few times, it'd be a useful corollary to the mic noise gate, allowing you to attenuate game audio on the fly. (Known most commonly as 'audio ducking' by the way.)

Theoretically it could be written as a plugin by someone who knows how to code. Official integration? No word on it that I've seen, and at-best you might get a 'maybe in the rewrite'.
Contacting the person who did the mic noise gate plugin and asking if they can do a second one to adjust the system audio instead when the noise gate opens/closes might be a good place to start though.
