Question / Help Low Upload Streaming

I have been helping my friends set up their streams with OBS though since i have quite low speed i never considered it much myself.
I am currently sat at 1mb upload speed, with 15mb download speed. However when i set up my stream to the quality i think is suitable obviously it isnt going to look too pretty, but the quality is so tempermental, sometimes its not even viewable. Just super blurry
I do however have a very high spec pc which is more than capable of streaming, just wondering if theres any tips i could get

PC Spec:
i7-3770k
16gb Ram
GTX 680,
120gb ssd
2x 2tb HDD

So yeah, do you know of a way i can keep my stream at a steady quality, yeah it wont look too grand but just so it stays about the same the whole time?

Change the resolution to 960x540. 30 fps with quality 6 or 7 and also change the audio bitrate to aac 64 and a "faster" cpu preset.
now run this test to look for the highest bitrate your upload can handle without getting a red indicator or dropped frames.

just start with something like 900 bitrate/bufsize and keep dropping by 50kbps each time the test fails.

When i run that at 800kbs/s i dont seem to get any dropped frames

Streaming WoW twitch.tv/itipturtles as you can see is very fuzzy on heavy movement, but im guessing thats just due to the poor upload speed i have?

How does the cpu preset actually work? cause as a low bandwitch connexion user myself i just want to compress the most i can ... and any x264 command to help that?
