My issue in a nutshell: I've been streaming The Witcher 3 to twitch the past few days, and whenever I do my stream FPS consistently changes between 5-20. However, my in-game FPS is perfectly fine. I've been trying for the past two days to fix this issue, but I have not been able to unfortunately and have resorted to posting here.
According to OBS Estimator, my setup should be able to run 720p at 30FPS at ~2500 bitrate. I have an i5-3570k and SLI 970s with 16GB of RAM. I have a download speed of ~30Mbps and an upload of ~3.5Mbps.
I've used the log analyzer and have tried all the suggestions there to no avail. I've disabled SLI, lowered my resolution, lowered my bitrate, lowered the resolution of my webcam, set the process priority class to high, set the CPU preset to ultrafast, and more that I'm probably forgetting. Nothing has worked. I've attached a log from when I initially ran into this problem to this post. If someone could take a look and help me, I'd really appreciate it. I can provide additional info as needed.

(P.S. For what it's worth, I've tested the stream on a low motion game, Hearthstone, and my FPS was a constant 30).
