Question / Help Low recording fps, 7% or less cpu use

Ok, I have a few recordings, everyone from before I got my new monitor, while not perfect, would record 60fps
I got a 4k monitor, pretty much regardless of what I do, and i'm still only outputting 1920x1080, the fps is 7-12fps. I may have had 1 recording that was at game speed fps, i'm not completely but after that, everything is crap.

im at a complete loss as to what the issue is.
 
We dont know whats youre all setup in OBS, i think nowbody can help you without more information.
264, grafikkard endcoedet, bitrate...?


(for the most Youtube videos, this is to high 1920x1080 by the way, but i dont know for what you want youre videos.)
