Question / Help Low Recording/Broadcasting Frame rate on i7 and 7870

I'm struggling to get my recording and broadcasting frame rate above 15 fps. Every time I start a video recording or broadcast the frame rate of the recording/broadcast fluctuates around 10-16 fps no matter what settings I change. I have tried using Game Capture, Window Capture, and Monitor Capture. They all perform similarly, as does just recording.

I tried just recording video and it performs exactly as poorly as the broadcast, despite using this guide here: https://obsproject.com/forum/resources/how-to-make-high-quality-local-recordings.16/
I have also followed the Quick Start guide and the setup guide on Twitch for OBS.

The slow frame rates I am complaining about are not the same frame rates as my in game frame rates. Those are mostly unaffected by whether or not I am recording or broadcasting, so it shouldn't be a hardware limitation. Open Broadcaster is the only recording software which gives me such poor recording frame rates. XSplit will record at a smooth 30 FPS or better but the best I can get with OBS is about 16 FPS.

My Hardware Specs:
CPU: i7 4770K @ default speeds
GPU: XFX AMD 7870 Black Edition
MOBO: Gigabyte GA-Z87x-UD4H
Recording to: 1 TB Western Digital Black
OS: Windows 7 Professional 64 bit - Fully updated with all updates

Here are screenshots of my OBS Settings and internet speed test results:

I also made a quick YouTube video with Open Broadcaster to demonstrate the poor frame rate.

The only thing I haven't tried is reinstalling OBS. It is updated to the latest version. Hopefully somebody can help me out.

well you have 6 capture mehtods active in a single scene ... probably even more since its scrolled down

make sure to just use one capture method and especially dont use monitor capture with aero enabled on windows 7

Exactly what alpinlol said, you don't need so many cap methods in one scene. If you need to capture another game, just select it from game capture or use game capture's hotkey. You don't need so many redundant sources in the same scene

Does having multiple sources under the same scene actually record all of those sources at the same time? I was under the impression that only the highlighted source was being recorded when you start broadcasting or recording. Is this not the case?
