Question / Help Low Quality Stream

I am beginning to broadcast on Twitch.tv once again after a long time. This is the first time i have used this program and its quality seemed better than xsplit. However, everytime i seem to broadcast, my quality gets worse. I was wondering if you guys could help me upgrade my stream quality. Here is some information regarding my internet and specs:

Windows 7(64 bit)
ATI Radeon HD 5800 series
AMD A8-3870 APU with Radeon HD graphics

with an download speed of 12 mbs
with an upload speed of 1.3 mbs

1300 bit rate is really not enough to stream 1080p. It might not even be enough to stream at 720p at decent picture quality, depending on the game. Especially at 45fps.

Also, if you have 1.3 Mbps upload, don't put your bit rate right at 1300 kbps. Give yourself a bit of headroom for spikes in bandwidth usage.

Lastly, I don't recommend having several Game Capture sources like that in the same scene...I assume you're unchecking sources, but I'm pretty sure they are still loaded in memory even if they are not displaying, which will make OBS perform worse.

No, you need to stream at a lower resolution. 1080p35 is too high for that bit rate. Downscale at least to 720p, if not more, and don't got higher than 30 fps.

Oh, ok thanks. Is there anything else that i should change for a better quality broadcast? Downscaling the resolution helped quite a bit.
