Hello.
I have some issue. I moved from OBS Classic to OBS Studio and users complain to me about bad quality stream. They said the picture like a soap (foam), especially when I fast rotate a camera. And the can't read any text on screen.

I have 1Gb/s internet. (cpu Core i5 4570).

I tried up bitrate from 2000 to 3200 but it doesn't help.

1.What does it option? It was 1280x720 (Bicubic) but I changed it setting to 1920x1080 (Bilinear). it doesn't help.

Can you help me with settings.
I'm lineage 2 streamer.

i did almost 20 tests
When i put "medium and less" CPU priority, video have a lot of lags.
When i put Downscale from 1080 → 720 video became much cloudy and soap.
In all videos no have difference in quality. I bitrate was ~3000 +-200 and output resolution 1920x1080
 
You can try hw based encoders instead of software x264 (for your PC available: NVENC and Quick Sync - if motherboard/bios support integrated video).
You can try to reduce Audio bitrate to 128 and increase video bitrate by 32.
You can try to use 25 fps in obs.
You can try to render the game at 1280x720 (as canvas and output).
You can try to use bicubic filtering (or so).

What does it mean "increase video bitrate by 32."? I have 3000 bitrate, twitch limit is 3500
Today i saw some other streamer, and his quality stream was perfect. He told that his bitrate is 3500
I have almost the same bitrate and i have the worst quality. I don't know why.
I can't change resolution. It specific game

3500 - 3000 = 500 (! this 500 is significant).

I mean, 3000 - is a good bitrate for 640x480@25 video, for higher resolution you need to manage every byte of your stream.

But twitch have limit 3500 bitrate.
I tried 3500, it has a lot of lags.

I put 2000 or 3000 it doesn't matter. Quality has no diffirence ;[
 
If hw encoders has bad quality for you and you lack of cpu power, then I see two possible solutions:
  • you can become a partner to the Twitch
  • you can record local and upload videos later

I have core i5 4570. It's not bad CPU
NVENC 264 have teh same effect and absolutely no difference with x264 ;[

I did ~10 tests and i don't see the difference
 
I resolve a problem.
The quality became much more better when i change capture mode. Instead window mode i capture as display.
