Question / Help Low Quality Recorded Video

Hey I'm trying to record some videos of Fallout 4 and the video is coming out in a bad quality after I record it but not while I play whats happening? here is the code log to my most recent video i just tried to make (was just a test video)

How are you checking the quality? The locally recorded file should look pretty great at crf=15. If you're uploading it to Youtube and watching there it won't look as good because it will be re-encoded. It will also take time for Youtube to process all of the different resolutions, so initially it may only show up as something like 360p or 480p. You do have some duplicate frames in that log file which means your GPU was probably maxing out running Fallout 4, so consider turning down some of the game details. OBS needs a bit of GPU power for scene compositing, and things can get choppy when the GPU is maxed out.
 
im checking the quality on YouTube and I'm checking it right away. So if the settings didn't help and I let the YouTube video render and sit so it came up with all the video qualities for it what could be the problem? My PC? Who could I ask to figure it out?
