Question / Help Low in-game fps LoL

What is up guys,
So I recently started setting up my stream on Twitch.TV and am struggling to get my OBS settings and everything else to fit together nicely. So far what I've tried leaves my game at a pretty low fps to the point I can't really play. When I would normally get around 200-300 fps in League it would drop to the 40-50's and the game would get annoyingly choppy.

CPU: AMD FX-8350 8-core
GPU: GTX 650
Ram: 8GB

Please if anyone could assist me in finding the ideal settings to stream at 720p (Which I should easily be able to do) that would be AWESOME!

Well everything's working fine as far as I can tell from the log. what happens if you disable all sources but game capture?

I messed with some of the settings on my webcam and lowering the resolution seemed to smooth out my in-game fps a little more! I'm curious as to what bit-rate and other main settings you think I should be running at? It's almost completely smoothed out after fixing the webcam but not to where it should be!

Twitch generally recommends you don't go higher than 3500. For your resolution 3000 should be more than enough.
