Question / Help Low Frame Rate at 1080p from video capture

System Specs I9 12core 3.4 GHz, 2x 1080ti's 64GB of ram, m.2 & SSD's running Mint 19 (Drivers and Distro Updated)
Capture Card is a BlueAVS Video Capture HDMI to USB (Says it supports input res of 2160p @ 30 Hz
The camera is a Sony A6300

My Issue is that when I add the video capture device to the Sources as set the resolution to 1080 it only gives me the option to do 5 FPS...

How do I get that back to 30 FPS? I went to all settings on the camera and it's putting out 2160p/1080p at 24FPS...
