Question / Help Low FPS with Quick Sync

Usually I have around 80-130 FPS on CS:GO. As my PC isn't that new and good, I need to use Quick Sync to not lose performance. With Windows 7 I could only use Quick Sync with CS:GO and not any other game because of the "QSVHelper.exe was killed, encode failed" problem. I did not manage to fix it and the only solution seemed to be to upgrade to Windows 8 or newer. Some time later I did update to Windows 10, but now the FPS drops from the normal 80-130 to around 25-59.

Specs:
CPU: Intel Core i3-3220 @ 3.30 GHz
Graphics Card: AMD Radeon HD 6670
Integrated Graphics: Intel HD Graphics 2500 with 1024M of memory set in BIOS
RAM: 2x 4GB DDR3
OS: Windows 10 Pro 64-Bit (Build 10586)

I looked into the d3d9.dll hook issue, FPS still low even if only QSVHelper.exe, OBS.exe, csgo.exe, steamwebhelper.exe & CLRBrowserClient.exe are hooked to system32/d3d9.dll and SysWOW64/d3d9.dll.

Use OBS Studio or wait for OBS Classic to receive an update to fix the performance issue introduced by last week's Windows update.

Windows update from a few days ago broke the high-performance game capture, resulting in it having to fall back to a method with less performance.
