Question / Help Low FPS with CSGO and OBS(FIXED WIN10 CREATORS FIX)

In OBS, I have setup my settings to what multiple people have told me to set them up for. In CSGO, normally, I get 250-300 FPS. When I turn on OBS, my CPU is at 2.3% and 17 fps and CSGO is at 70 Fps. Does anyone know why this is happening?

GFX: Geforce 1080
32 gb ram
intel 6700k overclocked 4.7

Turn off multi-adapter compatibility hooking in the game capture source properties.
