Any help would be appreciated.

Lowering your bitrate would be beneficial to viewers (to help prevent buffering during playback) and detrimental to stream quality (if you downscale the stream resolution this will balance out) but it isn't going to make a difference in system performance.

If 3500 is working for you and your viewers, sticking with it is fine.
