Question / Help Low FPS while recording

Hello. As the title says, i'm getting very low frame rates while recording or even streaming. According to obs there are no dropped frames. My frames in game are fine. I've tried everything i can think of to fix this but no success. Any help or input will be greatly appreciated.

My system:
AMD VEGA 56
Ryzen 7 1700x
16 gigs ddr 4 @ 2400
WIN 10 64bit
2 computer monitors: 1 at 4k & 1 at 900P
My cpu is overclocked but the issue happens even when not OC. Also, it seem as if the whole application is stuttering or lagging ( the sound input bars stutter when stream stutters).

Dropped frames are a streaming thing
You're overloading your video card pretty badly though

02:33:27.883: Output 'adv_file_output': Number of lagged frames due to rendering lag/stalls: 11194 (20.6%)

And you should not be using the settings you are for recording.
Use CRF 14, ultrafast x264 preset for recording.

Ok i'll give that a shot. But i am confused. Both my stream and recording encoder are set to x264. how could i reduce the load on my gpu? Thank you for the quick and insightful response!
