Question / Help Low Fps while live streaming

A fellow livestreamer has been having some Fps issue on obs, Nothing seems to out of line settings wise
  1. Processor : Intel I7-3820 CPU @ 3.60 GHz
  2. Memory: 16 GB Ram
  3. GPU: AMD Radeon HD 7800 Series 4 GB
