Question / Help Low fps when i stream

Hello guys, im new here and my english is not so good but i wanna sk u why when i start my stream and my fps is very low i play cs go with 200 , with stream 70-80 is too low but 2 weeks ago everything it was alright, i change my thermalpaste, reinstall windows, defragging my harddrive but the problem is still avalide, pls help me i dont know what is the solution on this problem pls.
My PC:
HD 7770 1gb
AMD Athlon 750k
8gb ram 1600mhz
