low fps recordings with no encoder lag

I've been using obs with no issues for a few months now and just a couple days ago my recordings started to look like slideshows.I've ran the program as administrator, I've checked my gpu and cpu performance while recording and they are both at normal levels (not even getting close to 100%), I've checked the stats section and it appears that I don't have any encoder lag, the preview is running just as smoothly as the content I am recording, the little status at the bottom shows 60 fps consistently while recording, I've tried changing and messing with pretty much every rendering setting there is, I've switched back and forth between using my gpu and cpu for recording and I have no clue what the issue is. I highly doubt it's my pc specs and I kinda feel like the solution is gonna be super dumb and easy. Any help would be much appreciated
