Question / Help Low FPS output

Hey guys so I'm relatively new to streaming but for some reason my my FPS output is dropping all the time never a stable 30. However OBS doesn't state that I'm dropping frames but I can see the frames counter reaching as low as 18 at times. All the while my in game (Overwatch) FPS remains at 100+.
