Low FPS on stream with 1080p60 capture card

Streaming PC:
i7 4770K

Started with 1080p60 x264 encoder. Stream looks horrible FPS wise and meh bitrate wise. So I figured this CPU can't encode 1080p60 FPS. Lowered it to 720p60 and the FPS improved and grainy video quality too. But it's still bad. Looks like 30 FPS on stream... This CPU should be able to encode 720p60 right? About 4 Mbit/s up.
