Question / Help Low FPS No Matter What I do

I tried streaming a game last night and no matter what I did, my PC would only run at 25 fps or less. I even turned it on ultrafast and scaled the frames down to 480. Hello mate. Can I just ask what monitor you are using? In terms of the stream, is it smooth whilst the PC is choppy or are both stream and PC choppy?

It is a pretty old Acer monitor. I also have my laptop as well It doesn't seem to be a problem with CPU usage, the framerate just wouldn't go as high as I would have liked. I did do a switch to my laptop to try recording and the laptop encodes fine for about a minute and THEN it overloads which was kind of weird as well.
