Overwatch normally runs at 160+ FPS while not streaming but when streaming it drops to below 60, Other games seem to work fine there not as large of a Frame Drop.

That log is messy (not complete log, some stuff is missing, formation is broken etc.).
Reduce webcam resolution, check if Geforce experience sahre function (aka Shadowplay) is active or Windows 10 GameDVR and disable both.
Log says: Number of lagged frames due to rendering lag/stalls: 51769 (26.0%)
So it sounds, like you do not limit your ingame fps and therefore your stream is laggy.
At point 4.1 it's explained, how and why fps limit is mandatory: https://obsproject.com/forum/threads/common-mistakes-and-how-to-avoid-them.78116/

Ah okay, maybe that explains, why the log is not very readable and some stuff is missing (Windows version, GameDVR, GameMode status etc.).
